Mammad Mammadzade (Alpay) is a civil society activist and head of the Election Monitoring Alliance. Mammadzade had recently faced harassment from the government. In 2024, his email was targeted by cyberattacks and in February 2025 he was interrogated by police in connection with the criminal case against Anar Mammadli.
On March 14, 2025, Mammadzade was arrested at his home by Azerbaijani authorities. He was accused of holding illegal contracts with the German Marshall Fund and allegedly receiving funds as personal income rather than grants. The same day the Binagadi District Court ordered he be kept in pre-trial detention for three months and 28 days.
